About Harmony

End to end project expertise for smooth, high quality, and efficient projects.

Inspired by a vision of a world where our built environment is created in harmony with our natural resources, Harmony Design & Engineering was founded in 2005 by Jennifer Zung, PE, CFM. Jennifer was joined by Randy Blough, PLA, who became her partner in business in 2006, and in life in 2007 when they were married. For almost 20 years Harmony Design & Engineering has been providing civil engineering, water resource consulting, landscape architecture, community planning, and GIS services to private, corporate, municipal, state, and federal clients. In 2020, we added land surveying services to support our engineering and planning projects. Our collaborative and integrated approach to projects that focuses on low-impact, environmentally sensitive solutions is helping to build better communities throughout the west.
