About the project

McCall, Idaho, located north of Boise is the largest community in Valley County and the economic hub of the area. Much has changed in McCall since the previous Downtown Master Plan was adopted in 1997 and the city was in need of a plan update that provided a fresh perspective and updated the document based on other recent planning efforts.

How we did it

Harmony Design & Engineering was the lead planner, working closely with the City staff and coordinating the consultant team, which included Logan Simpson Design and RPI Consulting, both out of Colorado. 


The updated Downtown Master Plan, which was awarded the 2014 Idaho Smart Growth Award for Public Policy and the 2014 Outstanding Plan Award from the Idaho Chapter of the American Planning Association, provided a framework that balanced McCall’s unique character and lifestyle community charm with economic growth in order to create a vibrant downtown. The plan included a build-out analysis that measured the potential for future commercial development and recommendations for physical improvements, including improvements to buildings, public spaces, and multi-modal transportation connections. 


Public outreach and engagement was at the cornerstone of developing the plan so that it was based on community values, addressed relevant issues, and ensured that the public had ample opportunity to provide input, review progress, and shape the plan. Three workshop series were held to address 1) Vision and Opportunities, 2) Elements and Strategies, and 3) Implementation. Other outreach efforts included small group sessions and discussions, one-on-one stakeholder interviews, interactive exhibits and displays in prominent public spaces, open house work sessions, and formal public meetings.
